ACIOB, Technical Advisor<\/em><\/p>\n<p>&nbsp;<\/p>\n<p>Dr Alan Whitehead (Labour MP for Southampton, Test) asked the Prime Minister: \u201cFollowing the agreements to which the UK signed up at the Paris climate change summit, will the Prime Minister now commit to a new UK climate change target of zero net emissions before 2050?\u201d<\/p>\n<p>&nbsp;<\/p>\n<p>Theresa May cited the UK\u2019s past record with legislation on climate change and affirmed the UK\u2019s commitments under the\u00a0<a href=\"https:\/\/unfccc.int\/process-and-meetings\/the-paris-agreement\/the-paris-agreement\" target=\"_blank\" rel=\"nofollow noopener\">Paris Agreement<\/a>.<\/p>\n<p>&nbsp;<\/p>\n<p>The key parts of the Paris Agreement are to:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Limit the increase in global average temperature to 15\u00a0\u00b0C above pre-industrial levels;<\/li>\n<li>Set and achieve economy-wide, absolute emission reduction targets.<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>The European Union agreed to do this by setting a target of cutting emissions by 80% below 1990 levels by 2050; by making continued progress towards a low-carbon society.\u00a0 Under current EU targets carbon dioxide emissions from houses and office buildings will be almost completely cut, practically to a nearly-zero carbon emissions level (although no recognised definition for net-zero or nearly-zero emissions officially exists).<\/p>\n<p>&nbsp;<\/p>\n<p>In the maelstrom of domestic legislative reform, it\u2019s important that the United\u00a0Kingdom still recognises the dangers of global climate change, even though one in particular of Britain\u2019s allies seem ignorant of this and persist in pursuing increasingly isolationist policy, and Theresa\u00a0May\u2019s response in Prime Minister\u2019s Question Time demonstrates to the World that the United Kingdom will work alongside international partners to prevent global warming.<\/p>\n<p>&nbsp;<\/p>\n<p>Britain\u2019s journey towards net-zero carbon emissions can be seen through changes to the Building Regulations and guidance in\u00a0<a href=\"https:\/\/www.planningportal.co.uk\/info\/200135\/approved_documents\/67\/part_e_-_resistance_to_the_passage_of_sound\" target=\"_blank\" rel=\"nofollow noopener\">Approved Documents<\/a>\u00a0available on the Planning Portal website.<\/p>\n<p>&nbsp;<\/p>\n<p>In particular, Approved Documents L1A and L1B give guidance on the energy efficiency of houses and apartments for new-builds and refurbishment work.\u00a0 For new-build homes, energy efficiency has to be achieved by five criteria:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Achieving the Target CO<sub>2<\/sub>\u00a0emission and fabric energy efficiency rates (as calculated by\u00a0<a href=\"https:\/\/www.thermal-economics.co.uk\/technical-services\/sap-epc\/\">SAP<\/a>);<\/li>\n<li>Achieving the maximum U\u2011values and minimum system efficiencies;<\/li>\n<li>Limiting the effect of summer heat gains;<\/li>\n<li>Building to minimise the design vs. actual performance gap;<\/li>\n<li>Providing information for
